Senate bill 911 would require school boards in PA to seek a referendum from the citizens if they wanted to raise property taxes above the rate index set each year. This bill would allow the tax payer more say and take the power from the teachers unions and give it back to where it belongs the citizens who pay for their salaries and benefits.
